hi i just bought a non running sym fiddle 50 for my daughter.i got it going but the lights and electric start dont work yet the indicators and brake light works.is there a separate fuse [i cant see one]or what else could it be?

Might be worth checking electrical plugs; it could be the one from the RH switch cluster is not connecting properly.
